Confusing pattern

Started this pattern and followed others instructions on skirt. Now I am on the edging but it is telling me to dc in next 12 dc but my last row was 28 that had only sc. Help!

Connie Raby Question and The mystery of Round 27 (size 6mo)

Here is how I worked Round 10. (I also made the NB-6mo size). There should be 5dc's over the yoke-divide. Here; I've re-written Round 9: Ch 1, sc in same st as join, [sc in each dc to marked dc, 2 sc in marked dc, sc in each dc to next shell, ch 3, sk first 2 dc of schll, (sc, ch 3, sc) in ch-1 sp of shell, ch 3, sk last 2 dc of shell] 2 times, sc in next 2 ch, 2 sc in nect ch (PM IN FIRST SC OF SC GROUP), sc in next 1 ch, ch 3, sk first 2 dc of next shell, (sc, ch3, sc) in ch-1 sp of shell, ch 3, sk last 2 dc of shell, [sc in each dc to marked dc, 2 sc in marked dc, sc in each dc to next shell, ch 3, sk first 2 dc of schll (sc, ch3, sc) in ch-1 sp of shell, ch 3, sk last 2 dc of shell] 4 times, sc in next 2 ch, 2 sc in next ch (PM IN FIRST SC OF SC GROUP), sc in next 1 ch . . . work the rest of Round 9 as written in the magazine. Notice the only change I made was to add stitch markers.

Round 10 should make more since with the stich markers there. There are 5 dc's between each shell in Round 10. You are no longer working on the yoke at the point...the sleeves are finnished. You continue working in rounds over the divide that you created in Round 8.

Another confusing part of the pattern was "Shape Skirt (All Sizes)". Working Round 13, 14, and 15-26 went okay. But in Round 26 you are repeating Round 6 (dc's and shells). Then you move on to Round 27 which is basically Round 6 without the increase but you can't work it in Round 26 because Round 27 is dc's and shells as well. So after round 26 I worked the rest of the pattern as follows:
Rounds: 28, 27, 28, 27, and 28. Then moved on to the Edging.

If this is not long enough for you then you can repeat round 27 & 28 until you get to the lenghth you desire but you need to end on Round 28 before you can go into Round 1 of the Edging.

Difficulty understanding pattern

I began this dress for a neighbor's new granddaughter, thinking it would be a relative snap to work up. Not so! I am making the newborn size, and when it gets to round 10 (for six months and under), it says to repeat round six; however, that round does not provide the stitches necessary to complete the sleeve part of the yoke. Am I totally missing something? I tried reading any possible notes regarding the instructions to no avail. I also tried doing round 10 on the next page for the next size up, and that worked, but then I ran into the same problem for round 11.

Help, please!! Thank you so much! I adore your magazine!!
