having trouble with the swatch for this

On row 3, it says there should be 25 stitches. On the previous row there are 9 Esc and 8 spaces to work into. How does that come to 25? Please help, as I really want to make this hat but don't want to move ahead til my gauge is correct.

Ask our patterns editor!
