"Repeat Rows 2 and 3 of CLUSTER PATTERN until piece measures 12".30.5cm."
Rows 2 and 3 of the CLUSTER PATTERN have no increases. (Row 3 of the Body section is an increase row). Be sure to follow the Cluster Pattern on page 36 for Rows 5-12.
